The customs body of the Republic of Kazakhstan will implement customs clearance of goods of Official participants of the International specialized exhibition EXPO-2017 in Astana in the point of customs clearance, which will be located in the immediate vicinity of the exhibition halls on the territory of the logistics center. In the area of customs affairs on the territory of Kazakhstan is acting the provisions of the Customs Code of the Customs Union dated November 27, 2011, and in the part which is not regulated by the Code of the Customs Union is acting the Code of the Republic of Kazakhstan "On Customs Affairs in the Republic of Kazakhstan", dated 30 June 2010. In addition, the relations in the sphere of customs affairs are regulated by decisions of the Commission of the Customs Union.
Paragraph 13 of the Commission's decision of the customs union dated May 20, 2010 №329 for the exhibition EXPO-2017 in Astana has a special customs procedure "On the list of categories of goods in respect of which special customs procedure and conditions of their placement under a customs procedure can be set" -
In accordance with the current decision, foreign goods which, are transported through the customs border of the Customs Union and are intended for the organization and cunducting the specialized exhibition "EXPO-2017" in Astana will be issued with a special customs procedure without payment of customs duties and taxes, and also without applying of non-tariff and technical regulation.
Resolution of Government of the Republic of Kazakhstan dated July 15, 2015 № 522 approved the rules for the application of special customs procedures, the characteristics of its application, the conditions for placing the goods under the special customs procedure, restrictions on the use and disposal of goods, methods and the completion of the order of a special customs procedures, as well as the list of persons who are eligible to place under a customs procedure of goods which are imported into the territory of the Republic of Kazakhstan -
Within the framework of the Customs Union, there is not required customs clearance of goods which are originating from the territory of member states of the Customs Union and foreign goods whoich are released for free use in the common customs territory.
